com.duolingo.open:rtl-viewpagerandcom.shopgun.android:utilsare only distributed through jcenter, which has had issues the past couple of days. This PR removes those two dependencies. The two RtlViewPager files were copied directly from https://github.com/duolingo/rtl-viewpager into the navigator. TheisEqualandclampmethods from shopgun were replaced with pure Kotlin code.
